Ok, I know I must be missing something.
I am trying to organise my bookmarks folders on my Mac running Captain. I am using the edit bookmarks in Safari. When I try to drag a folder from the favourites bar down in the main bookmarks area the dragged bookmark always lands in an existing folder. I try to put it between 2 folders but it always goes into one of the existing folders as a sub-folder.

OK, I just tested this and this is very weird, possibly even in bug territory. For some reason, bookmarks dragged in between folders will default to dragging into the folder, even when the folder has its disclosure triangle closed.
Exhibit A shows me dragging the bookmark after the second folder, and it lands in the second folder.
Exhibit B shows me dragging the bookmark after the second folder, where it lands after the second folder.
The only difference is moving the mouse a few pixels to the left.
This was exactly my experience. Good to know I’m not going crazy.
