Siri broken or I’m in the wrong?

On my iPhone, shouldn’t Siri only recognise and respond to my voice?

No… Siri will respond to any voice. There was a huge uproar about this in the United State when TV networks started airing advertisements where the actors said “Hey Siri” or “Ok Google.” It was activating peoples phones. One of the examples is below:

Wait, what? What are we talking about here, exactly?

If you’re using “Hey Siri” to activate Siri, on an iPhone 6s or later, 6th gen iPad, or any iPad Pro except the first-generation 12.9-inch model, running iOS 9 or later, and you’ve done the “Hey Siri” so it only recognises your specific voice, then absolutely, Siri should only activate when you say Hey Siri at your device.

That’s the only case that I’m aware of that Siri will recognise your voice.

Apparently not based on what’s going on. I’ve also had my Siri triggered randomly by something happening on TV. I have a 5S though.

Yeah, I turned it off on my iPad Air2 because it would get random triggers from the TV when it thought it was hearing Hey Siri. The 6S seems ok though
