Reading a large .dbf

Happy New Year!

I have a 128MB .dbf that a friend created (I think in FoxPro). I offered to convert it to .csv or .xlsx for him so that it is more future proof. However Excel that comes with OFFICE 365 for Mac will no longer import .dbfs. Neither will Numbers. OpenOffice tried hard but the file had too many rows. I don’t want to buy an app just for this one off job. Can anyone verify that Excel in Office 365 for Windows will pull in a dbf this big? Maybe MS Access is the way to go? Your suggestions greatly appreciated.
