My MacPro5,1 has an annoying habit of booting into my Mavericks drive (7200rpm) when cold booted versus Sierra drive (SSD) when restarted.
Any thoughts on what causes this?

Is the selected boot device stored in some sort of volatile memory and the CMOS battery is dead?
